David Loya
Treasurer
David works as the Chief Strategy Officer for one of our partner nonprofit organizations, The Gathering Inn and brings over 21 years of property acquisition, rehabilitation, and supportive housing experience. As a skilled practitioner in organizational management and an accomplished nonprofit Executive Director, David is a key thought leader within Placer County on homelessness. David started his career in San Francisco where he worked as an Associate Pastor for the Vineyard Christian Fellowship overseeing facilities management and family ministries. He moved to Placer County in 1998 and in 2001 was selected as Chief Executive of The Lazarus Project.
As TLP’s Executive Director, David increased the organization’s capacity by 70% and moved quickly to provide financial stability through networking, fundraising, effective and efficient operational standards, and marketing. Working as the elected chairperson of The Placer Consortium on Homelessness, David spearheaded strategic planning sessions to restructure the consortium and was instrumental in writing the first 10-year Plan to End Homelessness in Placer County. In 2014, David funded and facilitated a meeting between Placer County leaders and Marbut Consulting resulting in the Placer County Board of Supervisors approving a contract with Marbut Consulting to conduct a homeless needs assessment and develop recommendations to improve services and housing to the County’s homeless.
David has led efforts to provide supportive housing for homeless people by developing a “campus approach” to create up to 240 units of housing and a multi-service one-stop center on unincorporated county land. David has been called “one of the most passionate, talented and knowledgeable speakers” in the areas of homelessness, mental health and substance abuse policy and systems development, mental health/social services and housing planning, and coalition building.
